In the end the war on drugs is not a war to be won or lost, its with in the people, quite a if they want to do drugs or not. The importation of illicit substances into the United States is an impossibility. Theres over 2,000 miles of border along the Mexican border and the coastal areas, thousands of miles there is no possible way to stop the importation of drugs into this country.
